I strongly support Bill 78:
Amends Chapter 2 of the Hawaii County Code, as Amended, Relating to Public Access, Open
Space, and Natural Resources Preservation Fund.
{Creates a permanment funding source, which would he used for acquiring lands or property
entilements for: public outdoor recreation and education, culturally important land areas and
sites; protection of natural resources, including buffer zones; preservation of forests, beaches,
coastal areas and agricultural lands; protection of watershed lands to preserve water quality and
water supply; and public access to, and enjoyment of public lands and open space.}
The establishment of a Preservation Fund and its purpose (s) for the Hawaii County is very
important to all residents, visitors and future generations.
As the recently approved February 2005 Hawaii County General Plan, Draft 6 states:

such as air, water, soil and plants can be protected and enhanced..."
Each of these identified "headings", their associated "Goals", "Standards" and "Policies"
clearly support the preservation, conservation, education, maximum utilization, perpetuation of
our natural resources and open spaces from mauka (mountains) to makai (ocean).
Please, let us move forward, demonstrating respect for our na kupuna (elders) for their
"wisdom", "labors", and "protection" of our cherished 'aina (land), paving the way for our
'ohana (families- extended families -friends -visitors), our keiki (children) and mo'opuna
(grandchildren).
