That $ill 78 will provide monies that will serve as a vehicle to acquire and <br /> develop parks, open space, conservation and water shed areas for future <br /> generations to come; <br /> 2. That Bi1178 will serve as an impetus for other entities (public and private) <br /> to provide monies as matching funds for future acquisition of lands for the <br /> public; <br /> 3. That Bill 78 follows both Maui and Kauai's who have a similar Bill which <br /> has worked successfully to preserve lands for public use; <br /> 4. That Bill 78 will provide the means, the ability and the forum of our <br /> taxpayers to dcc~ide which property can be set aside for their public use; <br /> S. That as the Attorney for the Intermediate Court ofAppeals/Supreme Court <br /> for the PASH case, I fmd it necessary to continue to preserve access rights <br /> to the mountains and ocean as will be provided by Bill 78; <br /> 6. That as a Board Member of E Mau Na Ala Hele, a Hawaiian trails <br /> restoration group on the Island of Hawaii, this Bill will help to protect the <br /> access rights of our public to the beaches and the mountains; <br /> 7. That as a Native Hawaiian, I find it essential to preserve our Hawaiian <br /> historical and cultural sites; Further that Bi1178 will serve as a means to <br /> protects these sites in perpetuity; <br /> 8.
