My name is Bret Stacy, and I am President of West Hawaii Mobile Outpatient Physical Therapy, Inc. My main
office is in the Waikoloa Highlands Center, where I have been operating for over three years now. Due to the
nature of my business, I am able to hear many voices from the Village and listen to their concerns. Affordable
housing, after school activities, and crime have been the "hot" topics over the last year. More importantly. there
have been many asking for a community center that would afford the youth in the Village a place to spend time
after school Having a facility that could prospectively house a gymnasium and/or fitness facility along
with meeting areas, and a possible after school learning center is desperately needed. The Village is expanding
at a phenomenal rate, and a center of this type is not only necessary, but essential for the long term benefit of this
community and for its members of all ages.
Bill 89, if passed. would grant a 10 year extension to the Waikoloa Land Company to develop a parcel of land
the Village, which would include a golf course. This would, no doubt, increase property values to those homes
and the Village as a whole. I believe, however, that the Village would be better served if a community center was
built rather than another golf course.
