May 24, 2005 The Honorable Stacy Higa, Chair And Members of the Hawaii County Council 25 Aupuni Street 1 Hilo, HI 96720 ~ Dear Council Chair Higa and Council members, As was discussed in the Hawaii County Council Meeting on May 18, 2005, the Department of Environmental Management's Solid Waste Division would like to redirect existing funds in the FY05-06 Operating Budget to create a new Recycling Specialist I position. Funds are available in the Recycling Program's miscellaneous contract services account number 085.601.5610.02.115. Line item 10, Glass Diversion Subsidy, is no longer needed due to sufficient grant funding through the Beverage Container Deposit Program and the Glass Advanced Disposal Fees Program. The Recycling Specialist [position would provide necessary support for the County's recycling program to adequately monitor County waste diversion efforts and respond to public information requests regarding the availability of recycling, re-use, and source reduction opportunities throughout the Big Island. The South Hilo Sanitarv Landfill is currently estimated to reach it's maximum permitted capacity in early 2006 Unon reachinv the landfill's permitted capacity the youth Hilo Sanitarv Landfill will cease to accept refuse. Closure of the South Hilo Sanitarv Landfill will require that all solid waste venerated within the County of Hawaii must be transported to the West Hawaii Sanitarv Landfill located in Pu'uanahulu. North Kona. A major objective specified in the Update to the Intevrated olid Waste Management Plan for the Countv of Hawaii is island-wide diversion of solid waste from landfills by source reduction. reuse. and recvcling The State of Hawaii has adopted voals of 25% diversion by 1995 and 50% by 2000.
