First, I want to thank the new council members for fulfilling the campaign promises that
were made. You have made a difference and hope that you will continue your efforts to
make our voices heard here on the west side.
Now, I am wondering why we are here again tonight. I believe that the first thing that we
need to discuss is why Mr Cook and his development partners are asking for a rezoning
of the ag property. I believe that it was agreed that no new rezoning would be granted
until the infrastructure was improved. Emphasis on improved, as in already in. At this
time we don't have a new road, thoroughfare, highway, byway or other. Therefore, this
should be an easy decision to make. But since we have all chosen to spend our precious
time to talk about it, here are a few more observations.
Per the paper and other press related releases, Mr. Cook assures us that the location of the
new Lanihau size shopping center to be located across from Puualani Estates, will ease
traffic as everyone will shop there and not go to town. I am confused. I count x number
of shopping centers located in Kailua town, approximately 1.5 miles north from this
location and d there is another shopping center 5 miles south. Would we all agree that
approximately 4 Major chain stores for groceries among how many hardware, banks,
eateries, etc would suffice to serve the area with an population of 35,000?
I will also make the assumption that all of us, with the exception of Mr. Cook Iguess, sit
in the traffic stopped up well past Puulani Estates. Now we will add a large intersection
to boot? An intersection and a road that will take you to Kuakini Highway also noted to
be backed up form Hualalai well out to the University of the Nations? So, on top of
rezoning for commercial use, we throw in some high density housing under the guise of
affordability and whola! We have an ever-bigger traffic issue! I think I have said enough
on that. We are all clear that this is a silly pretense, the alleviation of traffic by making
more in the middle of the mess that already exists. Iguess that all the people that will not
be driving because of the convenience will also be working there? Maybe it will be a
prerequisite to turn in your car if you live within 1 mile of the shopping center? Kudos
for that Mr. Cook!

Now, something else that has occurred to me and some of my neighbors is that we have
to pay an incredible premium to live here now with the property values at an all time
high. So, I do not understand why there is a continual assault on the view from our
homes. The entire coast does not need to be covered with commercial structures and
their subsequent parking lot lights, signage and overall visual pollution. As I have said
before, please keep commercial in the commercial azea, industrial in the industrial area
and residential in the residential area. Please stop destroying the seaside town esthetics!
We already get to look down on a big white mini storage facility with blue pyramids on
top!
One last thing. I hope that if the apartments are constructed that they would be
affordable, as I would question the affordability in that location. I think maybe when it
becomes unprofitable to subsidize the rent on these, they might be changed to
condominiums? I am sure the developers never ever thought of that.
