The government that has allowed development to occur has not done an adequate job of requiring appropriate and necessary community and public infrastructure. This may one-day cause a horrific situation if a natural disaster or other civil emergency occurs. Sufficient impact fees or allocations from develoaers should be provided and dedicated for these necessary communiri assets. In most locations this includes contributions to provide for local schools. We need to make demands that are reasonable when opportunities present themselves. Now is the time! Additionally, the Waikoloa Village Association operates a community golf course. There is not currently a population base sufficient to afford enough golfers to allow the operational expense of the course to pay for itself. The burden of the golf course financial losses has fallen on the backs of the existing homeowners. Name Signature/ Address Azv,4-i `~~UG o~ l~ue~%ri City Council Meeting Tuesday 5/17/05 RE: Highland Estates Dear City Council Members, I am a relatively new member to the Waikoloa Village Association but have been traveling to the Big Island since 1991 and therefore knowledgeable about the island. I settled in the village because it represented what I was looking for a sense of community, good location, good weather, and the like. Unlike many, I am not opposed to growth in any community. I came from a community that only benefited from the growth though there were growing pains along the way. There are a few items I believe should be negotiated before this community is built: 1. The village currently has a beautiful golf course that has growth available to accommodate additional community members. A second golf course would put communities at odds trying to compete for business which would be detrimental for both communities. 2. More importantly, additional growth on a single bypass makai and mauka of the village is becoming a dangerous situation should any major disaster strike. It is already a problem with the current traffic at the main intersection trying to get by because there is no street light. The developer should be responsible for providing an intersection light system to control traffic due to the increase in population they will bring. I think this will help the community and keep our area safer. 3. Developers should be responsible not only for their azea of development but have a bigger perspective of how it will fit into the overall community. For instance, we may not need an additional pool but a lazger one (competition size) would accommodate the existing and new population to allow for teen competition in their own back yard. A combined community area would help bring the various new developments into a single larger community. This can be handled by actual building, supplemental funds, etc that enhance the entire azea. I think the only way to get developer to think this way is via County Council members getting them to understand the importance of community and community development. They need to step beyond the myopic developer syndrome of what am I going to get out of this. We need your help to ensure we have a cohesive plan that works for everyone. 1 certainly prefer, communications and agreement over threats and know we can work together to build something great for everyone. I hope you take these comments seriously and ask yourself, is this developer thinking big picture for the overall community or just thinking about themselves. Thank you for your time.
