Regarding: Communication 254, Resolution 91-OS
Resolution committing to the funding of cost items awarded by Arbitration
to the Hawaii Government Employees Association (HGEA) Units 02, 03,
04, 13 and employees excluded from those units for the contract period
July 1, 2005 through June 30, 2007
i am here today to testify in favor of Resolution 91-05.
The HGEA entered into negotiations with the Employers in November of 2003. After
months without progress, an impasse was officially declared by the Hawaii Labor
Relations Board in the fall of 2004. The efforts of the Federal Mediator were
unsuccessful and, in accordance with the HRS Chapter 89, the Collective Bargaining
Law, the Union proceeded to arbitration. The arbitration panel issued their Decision and
Award on April 15, 2005. The decision of the arbitration panel is final and binding.
We strongly support Resolution 91-05. 'T'his Resolution commits the County of Hawaii
to the funding of the final and binding Arbitration Decision for HGEA bargaining units
02, 03, 04 and 13. We ask for your affirmative vote on Resolution 91-05.
