It is true that this position has been vacant for years. However, in the last <br /> two years, there have been two significant changes made to this tax mapping section: <br /> 1) The County purchased the license to the GIS parcel layer, and has taken over <br /> maintenance of this key data layer. Previously, tax mapping was done only by <br /> manual drafting and CADD. The additional GIS duties has prompted us to work <br /> with Civil Service to reclassify this series to place less emphasis on drafting skills <br /> and more on GIS and/or appraisal skills. Once the reclassification is complete, <br /> we were going to request to fill the position. <br /> 2) In 2004, the street address assignment duties were transferred from the <br /> Department of Public Works to the Planning Department (Ordinance No. 04-82). <br /> Because of the close relationship between TMK assignment and street address <br /> assignment, the address assignment duties were assigned to the TMK Mapping <br /> section. Only one position transferred from DPW. Because of the tremendous <br /> work load, we desperately need the tax mapping position to assist with address <br /> assignment (and associated street naming), besides the tax mapping duties. <br /> Tax mapping, street naming, and street addresses are basic government functions that <br /> affect multiple departments and the public, and provide basic data relied upon by the <br /> E911 system and real estate community.
