RE: Bill 42, Draft 2-Proposed Unfunding of Planning Position
We vehemently oppose the unfimding of Position #3792 (Real Property darafting
Technician II). It is true that this position has been vacant for years. However, in the last
two years, there have been two significant changes made to this tax mapping section:
1) The County purchased the license to the GIS parcel layer, and has taken over
maintenance of this key data layer. Previously, tax mapping was done only by
manual drafting and CADD. The additional GIS duties has prompted us to work
with Civil Service to reclassify this series to place less emphasis on drafting skills
and more on GIS and/or appraisal skills. Once the reclassification is complete,
we were going to request to fill the position.
2) In 2004, the street address assignment duties were transferred from the
Department of Public Works to the Planning Department (Ordinance No. 04-82).
Because of the close relationship between TMK assignment and street address
assignment, the address assignment duties were assigned to the TMK Mapping
section. Only one position transferred from DPW. Because of the tremendous
work load, we desperately need the tax mapping position to assist with address
assignment (and associated street naming), besides the tax mapping duties.
Tax mapping, street naming, and street addresses are basic government functions that
affect multiple departments and the public, and provide basic data relied upon by the
E911 system and real estate community. By unfunding this position, you will be
crippling our capability just when were in process of ramping up to the challenges.
