Subject: Lincoln Park Improvements
Enclosed for your review and approval is a bill amending Ordinance 04-75, appropriating an
additional $10,000 for the construction of a new pavilion for Lincoln Park. Ordinance OS-51
(Bill 40, Draft 6) was the original funding source. The total appropriation will be $30,000.
Also enclosed are the Data Project/Financial Impact Statement, letter requesting the Mayor's
recommendation and TMK map for your review.

Dear Mayor Kim:
Enclosed for your review and recommendation is Bill 112, amending Ordinance 04-75, the
Capital Improvement and Financing Budges, by appropriating an additional $10,000 to construct
a new pavilion for Lincoln Park to be located near the existing playground, providing shelter for
people using the park as well as serving as a meeting place for the downtown Hilo community.
Bill 96 was approved on May 18, ?005 for $20,000. The total appropriation would increase to
$30,000. Ordinance OS-5 ] is the original source of funds for both requests.
As per Article 10, Section 10-6 of the Hawaii County Charter, your recommendation for the
proposed amendment will be greatly appreciated.

Re: Bill No.l l2, amending Ordinance 04-75 by appropriating $10,000 to construct a new
pavilion for Lincoln Park.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above referenced matter he
waived from the Committee on Finance to the full council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
