Your Committee on Finance, to which was referred Resolution No. 93-05, reports as follows:
Resolution No. 93-05, transmitted by Director of Finance William Takaba, via Communication
No. 261, dated April 28, 2005, authorizes the payment of funds of a later fiscal year and of more
than one fiscal year for amulti-year subscription agreement to Westlaw.
The Office of the Prosecuting Attorney wishes to enter into alive-year subscription agreement
with Thomson West for the Westlaw online legal research service for a period beginning
August 1, 2005 and ending on July 31, 2010. Funds would be budgeted in future fiscal years to
cover the anticipated costs.
The Office of the Prosecuting Attorney relies on the Westlaw online legal research service
subscription for their trial preparations.
Pursuant to Section 10-1 1, Hawaii County Charter, any contract, lease or other obligation
requiring payment of funds from the appropriations of a later fiscal year must be approved by
resolution.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 93-OS
and recommends its adoption.
