Your Committee on Finance, to which was referred Resolution No. 96-05, reports as follows:
Resolution No. 96-05, transmitted by Director of Finance William Takaba, via Communication
No. 266, dated May 2, 2005, creates a Planner V position for the Department of Planning.
With the recent adoption of the revised General Plan, the Planning Department is starting the
community development plans to implement the General Plan. The new position to be located in
the West Hawaii Office, will be the primary contact for the initial community development plan
for the North and South Kona districts.
The Planner V positions duties include the coordination and implementation of community
development plans and the processing of permit applications.
Pursuant to Article V, Section 5-1.3(c). Hawaii County Charter, the Mayor has the power to
"Create positions...for which appropriations have been made by the Council...."
The funding for this new position. derived from the General Fund's Fund Balance, was recently
appropriated to the Planning Department's Salaries and Wages account by Ordinance No. OS-41.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 96-OS
and recommends its adoption.
