Your Committee on Finance, to which was referred Resolution No. 98-05, reports as follows:
Resolution No. 98-05, transmitted by Mayor Harry Kim, via Communication No. 268, dated
May 5, 2005, approves the cost items agreed upon by the employers and the United Public
Workers (UPW) affecting UPW Units Ol and employees excluded from Bargaining Unit 01 for
the contract period July I, 2005 through June 30, 2007.
The cost items are a continuation of step movements, a 3.50°/o across-the-board increase on
October 1, 2005, and a 1.25`% across-the-board increase on December 16, 2005. The estimated
cost to the County of Hawaii for the aforementioned negotiated cost items will be $],767,218.
Additional adjustments such as employer's contribution to the Employee Retirement System,
vacation, holiday, and sick leave reparations will increase the total cost to $2,059,464. The cost
items are atwo-year across-the-board increase.
Section 89-10(a) and (b) of the Hawaii Revised Statutes relating to collective bargaining,
requires that "any collective bargaining agreement reached between the employer and the
exclusive representative shall be subject to ratification by the employees concerned" and `[a]II
cost items shall be subject to appropriations by the appropriate legislative bodies."
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 98-OS
and recommends its adoption.
