Your Committee on Finance, to which was referred Resolution No. 99-05, reports as follows:
Resolution No. 99-05, transmitted by Council Chair Stacy K. Higa, via Communication
No. 204.2, dated May 5, 2005, amends Resolution No. 4-04, the Rules of Procedure of the
Council of the County of Hawaii.
The purpose of this amendment is to expand the authority of the Council Members for greater
responsibility, accountability, empowerment and flexibility in their day-to-day operations, to
establish the duties of the Deputy County Clerk, to create a Legislative Research Branch, and to
amend the duties of the Legislative Auditor.
The Council wishes to amend its Rules by (1) amending Rule No. 22 relating to the Legislati~~e
Auditor, by delineating new authority; (2) adding new Rule No. 31 relating to Deputy Count}
Clerk; (3) adding new Rule No. 32 relating to Legislative Research Branch; (4) addD~g a new
Rule No. 33 relating to Comlci] Members, Staff and Allowances; and (5) amending the title to
"Rules of Procedure and Organization."
The Resolution was the result of the deliberations of two prior meetings held on April l9, 20(15
(Communication No. 124.41) and May 3, 2005 (Communication No. 240). Discussions were
related to staff, salary and wages, Council Members and staff responsibilities, procedures for
District Allowance Expense account, procedures for District Contingency Relief account, etc.
Your Committee on finance is in accord with the purpose and intent of Resolution No. 99-OS
and recommends its adoption.
