HomeMy WebLinkAboutRES 112 Draft 01 2004-2006 M~v or h4 v~ i~ 6i;e; COUNTY OF HAWAII STATE OF HAWAII 1rr pf'H'i~ RESOLUTION NO. 112 U5 RESOLUTION CHANGING THE FUNDING SOURCE OF TWO (2) POLICE OFFICER 11 POSITIONS UNDER THE POSITIVE ALTERNATIVE GANG EDUCATION (PAGE) PROGRAM WHEREAS, the State of Hawaii Department of Human Services' Office of Youth Services has been providing a Gang Response System Grant to fund two Police Officer II positions to participate in the Positive Alternative Gang Education (PAGE) program; and WHEREAS, the PAGE program, initiated in 1991, has been very successful in providing the education and guidance to various intermediate school students around the island through the conducting and coordination of gang prevention activities; and WHEREAS, Police Officer II positions nos. 3800 and 3822, assigned to East and West Hawaii, respectively, worked with the various intermediate school classes and through a partnership with the Department of Education, has developed an 8 week curriculum; and WHEREAS, the Police Department has been notified that although they will continue to receive grant funds for the PAGE program's operational costs; they may no longer be used for salaries and wages, beginning in FY 2005-06; and WHEREAS, Resolutions No. 539-92 and No. 139-93 created these positions and specified that "if future funding of the Police Officer I I position is not received from the State Grant, the County will either continue funding or abolish this position"; and WHEREAS, to continue this program, which has greatly impacted various communities throughout the County and has been deemed to be successful, the County will fund these two positions; and 'iPNI~EREe4S, there should be sufficient funds in the Police Department's CID-JAB-VICE Regular Salaries & Wages account (010-201-5206.01-011) for Position No. 3800 and in the Kona Police CID Regular Salaries & Wages account (010-201-5212.21-011) for Position No. 3822. NOUN, T~fEREEORE, BE IT RESOLVED E3Y TAE COUNCIL. OF TOLE COUNTY OF t'9AlINl~I'I that the County will continue to fund Position Nos. 3800 and 3822 for the PAGE program, beginning in FY 200506. BE IT EURTI°IER RESOLVED that funds should be available in the respective regular salaries and wages accounts in the districts that the positions are assigned to. ~E IT FURfiFIER RESOLVED that a copy of this resolution be transmitted to the Departments of Finance, Civil Service, and Police.
