Re: Resolution Changing the Funding Source of Two Police Officer II Positions
Enclosed is a resolution changing the funding source of two (2) Police Officer II positions
participating in the Positive Alternative Gang Education (PAGE) program, from grant funding to
County funding. The PAGE program was initiated in 1991 and has been very successful in
providing the education and guidance to various intermediate school students around the island
through conducting and coordinating gang prevention activities. This program also provides
intervention and enforcement to curtail the proliferation of gangs and their activities. The Police
Department was informed by the Department of Human Services' Office of Youth Services that
although they will continue to receive funding for the PAGE program's operational costs, next
fiscal year's Gang Response System Grant cannot be used for salaries and wages. County
funding of these two Police Officer II positions is necessary to continue this program.
To expedite this matter and to ensure continued funding of these positions at the start of next
fiscal year, the Police Department would like to request a waiver from the Finance Committee and
have this bill heard at the Council meeting scheduled for June 15, 2005.

A. REQUEST:
Request Council's approval to change the source of funding for 2 Police Officer II positions, from Grant
Funded to County Funded. These 2 positions (position #3800 & #3822) participate in the PAGE (Positive
Alternative Gang Education) program and are presently funded by the Office of Youth Services' Gang
Response Grant. Due to multiple personnel movements throughout the fiscal year, there should be sufficient
funds in the Regular Salaries and Wages accounts (010.201.5206.01.011-#3800 and 010.201.5212.21.011-
#3822) to fund the needed $55,956.o0and $51,576.00 espectively. To expedite this matter, the
Department requests that the Finance Committee be waived and that it be heard at the June 15"' Council
meeting.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED)'
The Police Department was recently informed by the Office of Youth Services that although they will
continue to fund the program's operational costs, next fiscal year's Gang Response Grant funds cannot be
used for Salaries and Wages for the above 2 positions. The PAGE program was initiated in 1991 and has
been very successful in providing the education and guidance to various intermediate students around the
island through conducting and coordinating gang prevention activities. The program also provides
intervention and enforcement to curtail the proliferation of gangs and their activities. The decrease over the
years in the number of juveniles being arrested or missing from 1,719 in 1999 to 1,572, reflects the success
of this program. The Department projects that there should be sufficient funds in the Regular S&W account
to continue this program due to the various personnel movements that occur during the fiscal year.

The PAGE Program (Positive Alternative Gang Education) was initiated in 1991 and
was funded with grant monies to respond to the growing concern of youth gangs.
The program was established to conduct and coordinate gang prevention activities,
as well as provide intervention and enforcement to curtail the proliferation of gangs
and their activities. While the primary focus was at our intermediate level 7'^ grade),
the program also focused on gathering and disseminating gang intelligence on a
local and statewide level.
Two officers were assigned one each in East and West Hawaii to work with the
various intermediate classes and through a partnership with the Department of
Education developed an 8 week curriculum that is taught to the students.
2. Can new duties be assigned to existing positions or handled in other way such as
short term contracts, etc.
Short term contracts would not be feasible, since the officers must keep abreast with
the changes in laws, intelligence, and communicate regularly with our other
employees within the department. As these duties have been performed by civil
service positions, contracts would not be approved.
Reassigning existing positions from the patrol/field operations would reduce our
ability to consistently service the school, since when manpower shortages occur,
these positions would be delegated to perform regular patrol/field duties.

3. How will new position increase the efficiency/effectiveness of operations? (Use
productivity measurements where possible.):
While these are not new positions, the additional duties assigned with the canine will
assist the detectives and officers in locating missing children. As needed, the dog
will be utilized to help locate any other missing parties. .This added function and
capability will enhance our operations and hopefully, assist us in recovering people
sooner. There have been a total of 70 missing person cases in the past 5 years that
would have benefited from the canine program.
4. Alternatives that were considered in lieu of new position. (Have technological
changes been considered?)
The department considered eliminating the program, however, we could not
reasonably see this as a viable option, given the number of juveniles being
arrested/missing in the past 5 years.

We considered assigning PAGE duties t our School Resource Officers (SROs), but the
SROs are restricted to several specific campuses and PAGE duties and programs
encompasses the entire island. In addition, the SROs have already been assigned
additional DARE duties.
5. Why were manpower needs not planned through budgetary process?
We are attempting to resolve this during the budget process as we were recently
informed that grant funding would only continue to cover program expenses and
not the salaries and wages.

The PAGE program serviced a total of 13 intermediate schools island-wide. The total
numbers of students serviced by this program are as follows:

GANG INVESTIGATOR/]'.A.G.E. OFFICER JUSTIFICATION
The primary purpose of the Hawaii Police Department's Gang Investigator is to conduct
or coordinate gang prevention activities, as well as intervention and enforcement
programs to curtail the proliferation of gangs and their activities. The goal is to reduce
and eventually eliminate any gang threat in the County of Hawaii. The Gang
Investigators must be kept abreast of gang patterns and trends along with the means and
resources to effectively intervene and suppress the activity. The efforts will be focused
on the enforcement aspect of gang activities and well as gathering and disseminating
gang intelligence on a local and statewide level. To address the prevention aspect, the
Hawaii Police Department will continue to focus primarily on a school based gang
prevention program.
The Positive Attemative Gang Education Program is a gang prevention program targeting
7`h grade youth. With cooperation between the Department of Education and the Hawaii
County Police Department, a Police Officer is teamed with a DOE teacher to team-teach
the P.A.G.E, curriculum for 8 separate weeks per school quarter. The Officer provides
the main knowledge and experience of gangs and gang membership with the teacher
providing the follow thm.
Topics covered include identifying a gang, reasons forjoining, risks ofjoining, peer
pressure, identifying gang members, graffiti, dangers, drugs, laws, violence and violence
prevention, conflict and conflict management, gang membership's impact on the family,
and future pursuits. All students receive a workbook to complete after each lesson.
Further, a Pre and Post Test are also administered.
Currently, the East Hawaii P.A.G.E. Officer services ~ public intermediate schools and 2
private intermediate schools. The West Hawaii Page Officer services 6 public schools.
Island wide, the total numbers of students serviced by the P.A.G.E. Program are as
follows. 1999: 1895, 2000: 1789, 2001: 1559, 2002: 1799, 2003: 1818.
The P.A.G.E. Officer is a resource for the schools in addressing school risk factors such
as violence, intimidation, etc. by providing counseling/intervention when necessary, and
assisting school administration in development of alternative education plans for students
identified as gangsters. Also, to be a positive role model to interact with the students
while, at the same time, being a visible deterrent while on campus. The P.A.G.E. Officer
also provides presentations to the PTSA, teachers, administration, and other community
groups to expand awareness about gangs. Emphasis will be on parent awareness and
proactive involvement with their children, school, and community groups.
The P.A.G.E. Officer will also be conducting non-gang related investigations such as
thefts, burglaries, robberies, runaways, missing children, and others. He will also be
available to assist detectives with other investigative assignments. Additionally, he will
he conducting gang training for new Police recruits as well as periodically updating
patrol units regarding current gang trends.

Training_and Experience: A combination of education and experience substantially equivalent
to graduation from high school and one (1) year of work experience as a Police Officer I.
Qualification for Firearms: Must be qualified to carry and/or possess firearm or ammunition

conviction.

3. Patrols an assigned beat in a police vehicle or on foot to watch for and prevent unauthorized and illegal
activity; enforces all laws and ordinances; assists officers in adjoining beats as necessary; operates a police
vehicle or on foot to conduct checks of streets, park and beach areas; schools, drive-ins, and other places where
juveniles frequent and congregate to discourage unauthorized activity; checks private, commercial, or public 15%
buildings as well as residences in the area to see that they are secured, operates a police vehicle to transport or
relay suspects, witnesses and important materials to and from destinations; submits beat conditions. (1)(2)(4)
4. Investigates miscellaneous service cases in which automobiles are involved, such as abandoned and
derelict vehicles, unattended deaths, coroner's inquest, etc.; investigates Industrial, public, and home accidents;
investigates violations of the animal control ordinances and makes appropriate dispositions; performs deputy 15%
coroner's functions as required; gives first aid as needed; serves legal documents such as warrants, subpoenas,
and penal summons when assigned; investigates miscellaneous public complaints such as domestics, minor

MINIMUM QUALIFICATIONS REOUIREMENT5:
Training and Experience: A combination of education and experience substantially equivalent
to graduation from high school and one (1) year of work experience as a Police Officer I.
Qualification for Firearms: Must be qualified to carry and/or possess firearm or ammunition
in accordance with State and Federal laws, e.g. no misdemeanor or felony domestic violence
conviction.
License Requirement: Possession of a valid State of Hawaii driver' license (Class 3) or any
other valid comparable motor vehicle operator's license.
Knowledge of: police principles, practices, methods, and techniques; the geography of the
County of Hawaii; the social-economic composition of the community; the standard rules, policies,
and procedures of the Hawaii County Police Department; pertinent County, State, and Federal laws
and ordinances; the laws of arrest; court procedures.
Abili to: interpret and explain laws, ordinances, and regulations; apply police principles,
practices, methods, and techniques; give and follow oral and written instructions; deal courteously
but firmly with the general public; keep records and prepares simple reports.

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai"i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
