The meeting would provide an opportunity to discuss all aspects of the solid waste situation in Hawai' i County. I respectfully request that all members of the committee attend this rraeeting. I expect that even if you have attended meetings and informational settings to study this issue in the past, some new information will be presented. Also I hope that this meeting will provide an opportunity for the Council to move forward to meet our present and future commitments in this area. The following speakers are scheduled to address the Council: • Wayne Rifer, Rifer Environmental, Portland, Oregon. • Rick Sapir, Partner-, Hawkins Delafield & Wood LLP, Newark, New Jersey. • Ted Vorfeld, President, Hualalai Engineering. • County Administrative staff. The topics expected to be discussed are: • The history of our efforts to address this part of our County responsibilities and legal considerations regarding the state procurement code. The history of various technologies, their economies of scab:, and their application in other jurisdictions. • Financial and financing considerations, public or private. • Time frames for progress for various issues, closing of Hilo landfill, writing and issuing Requests for Proposals (RFPs), accepting proposals and contracting with a vendor, environmental approvals and permitting timeframes, and construction timelines.
