RE: Committee of the Whole
Draft Administrative Manual
This is to request that the Council, upon resolving itself into the Committee of the Whole,
convene on June 29, 2005, at l :00 p.m. in the Council Room to discuss a draft Administrative
Manual for the Legislative Branch.
Discussion on the draft Administrative Manual would allow council members an opportunity to
comment on applicable personnel policies tmd procedures.
In accordance with Robert's Rules of Order, the committee of the whole has three forms that
`enable the full assembly to give detailed consideration to a matter under conditions of freedom
approximating those of a committee:' (1) committee of the whole, (2) quasi committee of the
whole, and (3) informal consideration. The request to consider portions of a draft Administrative
Manual is best suited for "informal consideration," which (1) removes the normal limitations on
the number of times members can speak in debate, (2) allows the regular presiding officer to
remain in the chair, and (3) permits the results of votes taken to be the decisions of the council,
which are not voted on again.
