Subject: Suffolk/Pua a Developement
Mayor Kim and County Council Members,
I writing in regard to the Suffolk/Puaa development proposal. My wife and I were at the May 3,
2005 council meeting in Kailua Kona. We were quite impressed by the large turn out and
pleased that the council felt it important to have the meeting in the community where the
proposed development may be located.
It seemed to me that the overwhelming majority of people in attendance at this meeting were
opposed to the Suffolk/Puaa development. I believe one of the council members, Pilago?,
indicated that 83% on those in attendance were opposed to the development. The primary
reason for the opposition, per citizen comments, was the lack of adequate infrastructure, the
existing problems with traffic in the area considered for the development, and the over-
crowding of local schools.
spoke in opposition to the development, my concerns were, lack of infrastructure, the
existing traffic gridlock during most days, the addition of 800-1000 daily car trips in the area of
the proposed development, and the lack of adequate parking spaces in the
proposed apartment complex. In addition, the states inability to control the promise of low
rents for the proposed apartments (this county does not have a rent control agenda nor the
personnel to enforce rent control). The potential that Suffolk/Puaa could sell the development
when completed and the new owner could invalidate all promises made to the county is also a
concern. I question that this development will accomplish what it proposed, to help minimize
car travel to work, to shopping, and etc. Is this proposed development located near major
employers?
I don't believe that anyone at the meeting was opposed to the concept of affordable housing .
Affordable housing is lacking in this community. The opposition stems from the lack of planning
and infrastructure. Build adequate roads, build additional schools, develop an uninterrupted
corridor to the only hospital in the area, insure that affordable housing is located in areas
where it will best serve those who qualify, and involve the community in the long range
planning process for this community. Then we can move forward and can consider
developments of this nature.
Please reject this project until the community concerns have been remedied.
