Council -Dist. 4 25 Aupuni St. Hilo, HI 96720 Re: Com. 106 - Bills 29, 30, 31, & 32 Dear Mr. Higa: We an: writing to advise you of our feelings regarding the proposed development by Suffolk Investment, LLC/Pua'a Development, LLC, relative to the above referenced bills. As full-time residents of adjacent Kahakai Estates and employed taxpayers, we are adamantly opposed to this or any other development being built in or around Kailua-Kona. As you are aware, the lack of planning and infrastructure in the past has left us with a myriad of problems to deal with regarding traffic and growth in our community. Additional building will grossly magnify those problems. We have watched the council meetings regarding this matter and have a firm grasp on what is happening. What escapes us is how the council could still actually be considering this matter in light of public outcry and opposition. The proponents involved in this project are offering to: 1) donate five acres of land for an elementary school, 2) ease traffic congestion by providing "affordable housing in a village concept" in Kona, and 3) add a mauka/makai connector road through Kahakai Estates to Ali'i Drive. 1) Land donation will not solve the problem of overcrowded schools as the DOE has stated it has NO intention or plans for additional classroom space in the foreseeable future. 2) The traffic congestion will still exist, except that now at least 800 of those vehicles on the road will be centralized in an already congested area between the Queen K &Kuakini Hwys. at approximately Nakukui Drive. To place a stoplight on either the Queen K or Kuakini Hwy. would guarantee traffic backup for miles. 3) As homeowners in Kahakai Estates, may we remind you that this is a PRIVATE community. Ownership of the streets and common areas belongs to the residents and we have NO Intention of standing still for a diversion of traffic through our community to either the proposed Ali i Bypass road or AIPi Drive. A mauka/makai connector road through Kahakai Estates is NOT an option. Why not obtain land that is currently UNDEVELOPED for this purpose?
