How are you on [he Big Island? I would like to take this time to submit [his short testimony in support of your Res. 95-OS Comprehensive Public Funding (Clean Elections). While you're deliberating this issue, would you also consider sending your written request to Gov. Linda Lingle to enact Senate Bill 960 Disaster Emergency Preparedness Actl Your attention is invited to a The Honolulu Advertiser op-ed piece, "Disaster Legislation is Critical for Our Safety," by Gerald Peters on 6/10/2005. This bill passed [he Legislature 24-1 in the Senate & 42-9 in [he House. A swift enactment would be encouraging to all Islands. Some of you might know or even remember the terrible tidal wave (tsunami) [ha[ the Island of Hawaii suffered early in Gov. William Quinn's first term. Several hurricanes, and tidal waves later, the S[a[e and [he County are far from safe or insured adequately. Though Senate Bill 960 might no[ be a perfect legislation, a seasoned US Senator once said,The enemy of a good law is a perfect bill."' It is best [o have an adequate measure in place that can be adjusted or amended as needs arise. An attempt [o write a perfect piece of legislation over a seven year period le[ alone seems to me quite an earnest effort to me.
