I wish to submit this letter in support of some type of bill similar to Bill Number 75, "An ordinance amending chapter 4 of the Hawaii County Code l 983, as amended, relating to animals and repealing section 25-28 (a) (9) of Hawaii County Code relating to use permits for animals." I live in the Haihai Heights residental subdivision and the noise from crowing cocks is unbearable. These fighting cocks crow every night, usually around 11:45, 2:45 and 4:00 for five to 15 minutes, just enough each time to wake me up. Then they start their continuous crowing around 5:00 or 5:15 and continue crowing throughout the day. I have not had a full uninterrupted night's sleep, in my house, since the roosters were brought in the latter part of 1996. My neighbor has 7 round mesh wire cages and 6 A frame houses for a total of 13, and there are also rabbit type cages that contain hens. I have talked with my neighbor three times but he said he had no other place to put them and that they were worth $150 each and he wasn't going to get rid of them. He suggested for me to get earplugs, which I will not do as 1 could not hear the phone or any other noises in case of an emergency; buy an air conditioner, which I don't want to do as my electricity bill is almost $200 a month, also I have a sinus condition and prefer to have the fresh air, i have had visitors from the mainland and they have stated that they would never come back for a visit, or if they did they would stay in the hotel. It is also embarrassing to have friends over during the day as it is very hard to carry on normal conversations. o... Y. 3~---. w. I just think that they should buy them a farm or agriculture lot and not try to raise them in residental areas. I am a firm believer of individual rights, so long as they do not infringe on the rights of others. I had a very good meeting and discussion with my Councilman, Chairman James Arakaki, on June 25, 1997, concerning this issue. He said that he has had numerous calls and complaints regarding these noises and he suggested that since I could not attend the meeting I write a letter expressing my concerns and support for a resolution that will address this important issue. Thank you for any consideration that you and your committee can give to helping solve this increasing problem.
