This letter and the attache second ur2 boing xm by fqX to you as my husband anti 1 were
not able to attend the highway meeting in Waimea and 1 would like to voice our concerns over the
dangerous condition of Highway #190 also known as the bah road, more specifically the stretch between
the t l Mile Marker and the 27 Mile Marker. The second page is part of a unified community effon to
press for immediate action to rectify the situation. I stn signing the attached hater as I do feel that
removing solos of rho rocks that arc so ciosc to the edge of Ux nrad is i[npurtant and need t0 be remi'rved
immediately. I also feel there etc several areas that desperately need guard rails. We are talking about
30 plus feet drops in some pieces. But I would also like to urge enforcement of the speed limit and the
monitoring and citing of careless and dangerous driving. There are maniacs on our toads and i think ehc
only way they are going to take this issue seriously is to be hit where it hurts in the pocketbook , b nth
by eimtions and insurance rate hikes. I tealiia Uvrr anfurcemant of traffic laws tall under the jurisdiction
of the County, but 1 feel that it is imperative that the State and County work together on this issue. It
could save the State a lOt of money if it could pay for additions] County enforcement of the laws.
If you recall it took a tragic accident several years ago around the :>,8 Mile mark for anything to
be done in regards to that section of the highway. As a resuh of several members of one family and
oddiGonal othan being killed in a single accidan, dw rued was widened and guard ra11s were installed.
We are residents of the PuuLani subdivision in North Kona and use Highway #190 almost on a dail
basis. fur the five years we have lived out here we have noticed not only a huge increase in the. rrnft;e
using this road but an increase in the number of accidents. This is saying quite a bit considering in the
thirty two years we have lived on the Big Island this road has always been considerod a dangerous ono.
Our hou~c overlooks the bottom of the ridge Just below Ne 21 mile marker so we also witness a lot of
accidents as well. Wa don't necessarily see them happen but we hear screeching of brakes, skidding of
tires, artd the inevitable clash at the end, ell houm of the day and we o@en are awakened by the same in
the middle of the night. Thcsa occurrences are almost guaranteed when it is raining, which forrunatoiy
for all it does noE rain out here that oRen. It is said that the bottom of the ridge looks like a junk yard of
cars. Are we going to have to wait for a death to get guard rails thane? I have w'rititat letters in the past
regarding the situation on this highway, to our State Representative„ our county councilman, the State
highways departmrnt, and to fire Traffic Saf¢ty CommiHee. These letters for the most part },eve been
acknowledged but nothing haz been done. There is shoulder work going on south of hero between the 22
and 24 Mile Markers but I fail to see what that is going to do for the situation unless there is a lot more
done.

I am sending you the attached letter by k'A7{ feeling it is important that you have one
more testimony regarding Highway #190 before tomorrow's cqunty council meeting. i,iving
ruid.way (Puua,u,l,ulu) on this '"road" (It really is not a highway), I experience the fear of dnving
on it every single day. My children and gandchildren want to move out here from Waimea and
the only reason I am against it is because of this dangerous road and ghat is no way to live. 1
repeat enforcement of speed laws and dangerous driving practices would cut accidents wa;
down. I know that we have a shortage of law enforcers as it is, but this is a 'n,; 1 don't
think we should cut back here as 1 mentioned in the letter to the DOT, how about the State
help pay for sonic of this enforcement (From a practical point Of view, Lines collected firm
enforcement could help pay for it not to mention an opportunity to screen for drug/alcohol
drivers, uninsutrd, unregistered, etc. I also repeat sadly but true, billing people in the pocket
book scema to be nc,o,c of a deterrent Utar, any vUrcr mwthod). If I car, offer any more input or be
