Council Members c~pressed support for Ibis resolu~irni. Council Manber I3oh Jacobson requested
ghat maps he attached with the resolution in the future. Other Council Members expressed concern
about the roads-in-limbo. For Mr. Jacobson, (he 500 miles Ihat the State turned over to the County
is the most compelling issue, and he noted that there arc different concepts regarding what
roads-in-limbo actually means. Forcxample, road straightening and roadways ancrouchingon
samchody dse~s property arc not roads-in-limbo issues. Ile also stated that it seems like the County's
policy is to wail for people to come in with road issues before acting on them. Finally, he cautioned
ihai the Count} has to he verc careful in dealing with easement issues.
Council Member h. ~~ngcl Pilago said that yre need to take care of these local County issues
surrounding roads-in-limbo. ~fhis would demonstrate that the County is able to eflcctivcl} manage
our human and malarial resources. ~fhis could mean that in the future, the County would he able to
discuss the numagcment ofour harhois and roadways.
Council ~Jcmhcr Ih. Fred Ilulschuh stated that he thought a survey of the roads-in-limbo was
supposed to have hacn complded in July 2004, and the plan was to have community meetings to
discuss the issue ~ti ith constituents. He said that he continues to receive requests from constituents
reyucsling That niorc roadways be added to the list ofroads-in-limbo, and asked when the survey
~undd he complded. I Ia also brought up the issue of casements, because some roads cross through
pri~atc propcrh.
Council Member Gary tialurik also questioned whc the roads-in-limbo study was not completed. and
asked if it ~+as because ol~personnel issues. I Ie stated that this is an important issue as it impacts
people in all districts. In addition. he staled that it was important to identity these roads so that work
can he done on Ihcm. I Ie also noted ghat there were prior discussions and an agreement That (his was
a high priority issue and that Mayor Kim had tried to gel an appropriation Isom the Lcgisla~ure to
help address the roads-inJimho issue.

Director of Puhlic Works. Bruce McClure, responded that his Department is working on the survey,
and that Mr. Ronnie Malsumura Baas hired on a 90-day contract to knish up Uie roads-in-limbo study.
