inclusion in the County of llawai`i's Operating [3udget for Fiscal Year 2005-2006.
Slates the recommendations have been developed pursuant to a thorough review of
alI applications tbrwarded by the Finance Deparmunt and the interviews and site
visits conducted by the special committee established by the Council fbr this purpose.
Publicly noticed interviews and site visits were conducted with all applicants on
March 10 and 1 I in I lilo and March 17 in Kona. Describes Ibur new organizations
who have applied, and provides step-by-step rationale ibr the appropriations. Also
attaches a spttadshcel showing proposed and past appropriations and a graph
showing the percentages of different types human services needs provided fbr in the
appropriations.

recommendations. pursuant to discussion at Use April 19.2005 HSIillC meeting. In
compliance with I fRS X92-2.5. a subconvnittce was Ibrmcd to further discuss the
recommendations set Mirth in Comm 94.11, consisting ofCouncil Vico-Chair
Virginia Isbell and IISI~:DC (`hair Holschuh, which resulted in the following
suggested revisions lin~ deliberation and decision making: reduces ARC of
Kona/Kong Krafts 1i~om 27,00010 $20.000 (-$7.000), increases Boys and Girls Cluh
01~the Big Island. Smart Moves Program, from $52.000 to $57.000 (+$5.000):
increases Child and Family Services Isom $7,000 to $9.000 $2.0001; and translcrs
the recommended amount of $75.000 to the HCEOC 'IYansportation Program to the
Mass l~ransit Agency hudget. Provides a summary of the fact-finding
subcommittee's discussion, which includes the rationale for the suggested revisions.
