2005, requesting a special meeting of the Environmental Management Committee on
the above topic. States that Wayne Rifer, of Ritcr Environmental of Portland,
Oregon; Rick Sapir. Partner, Hawkins Delatield and Wood LLP, of Newark New

Administration of~licials will be present as speakers and to add to the discussion.
topics to he discussed are 1) the history of the Cowrty's efforts; 2) Icgal
considerations regarding the Slate Procurement Codc: 3) the history of various
tcchnologics, their economies of scale and their application in other jurisdictions: 4)
financial and financing considerations, puhlic or private; and 5) timcfi~amcs for
closing the I lilo landlill, writing and issuing Requests Ibr Proposals (RPP's),
accepting proposals, contracting with a vendor, environmental approvals, pa~milting
and construction.
