The Honorable Stacy Higa, Chairperson, and - Members of the Hawaii County Council County of Hawaii 25 Aupuni Street - Hilo, Hawaii 96720 - Re: Public Access, Open Space, and Natul•al Resources Preservation Commission Dear Chairperson Higa and Council Members: Bill 78, which I have just signed into law, requires the establishment of a commission to develop an island-wide prioritized list of lands that qualify for preservation under the guidelines of the bill. Attached is an application for membership on County boards and commissions, along with a request for supplemental information required to be completed by persons seeking appointment to this new Public Access, Open Space and Natural Resources Preservation Commission. You are each invited to seek out several persons from your district to apply to serve on this important commission. Applications will also be sent to various community and conservation organizations. We hope to have a pool of at least three or four interested persons from each council district to select from. It is expected that this number will be necessary to ensure balanced representation on the commission, with representation from individuals knowledgeable about the various categories of land to be considered for preservation. As with all boards and commissions, we are looking for people who are: • Active in and respected by the community. • Community-minded and oriented. • Knowledgeable about and able to represent the community's interests and concerns. • Able to focus on Hawaii County as a whole without undue influence by special or self interests. • We also need a balance of gender and race. In addition, to serve on this commission, an individual should be very familiar with the district he or she resides in, with no ownership of or interest in any property that might come under consideration for preservation. 2G8 •To Comm. Aloha, .-f~'~ Harry Kim MAYOR Attachments General Information about Bill 78 - Establishing a Public Access Open Space, and Natural Resources Preservation Fund PURPOSE OF THE FUND This fund shall be used for acquiring lands or property entitlements in the County of Hawaii for the following purposes: 1. Public outdoor recreation and education, including access to beaches and mountains; 2. Preservation of historic or culturally important lands and sites; 3. Protection of natural resources, including buffer zones; 4. Preservation of forests, beaches, coastal areas, natural beauty and agricultural lands; 5. Protection of watershed lands to preserve water quality and water supply. THE COMMISSION • Membership: • Nine members, one from each council district, appointed by the Mayor and confirmed by the Council. Members serve staggered five year terms, except for the initial commissioners who shall be appointed for terms ranging from one to five years. • Duties: • Within six months of appointment, develop an initial island-wide prioritized list of qualifying lands worthy of preservation and present it to the Mayor. The list shall include the significance of each parcel or entitlement identified, the reason for its priority, and its anticipated use after acquisition. Emphasis shall be given to land acquisition where the county's contribution can be leveraged to obtain state, federal, and/or private funds. • To update this list at any time, but at least annually by December 31 of each year. • To explore methods of funding land acquisition and make recommendations to the Mayor. • To apply for membership: • Complete an Application for Membership on a County Board or Commission. • Complete the Supplemental Information Form on the reverse of this sheet.
