Re: Authorizing the Mayor to Enter into an Agreement
The State of Hawaii Department of Human Services has informed the County of Hawaii of the
availability of federal Temporary Assistance for Need Families (TANF) grant funds to address
various human needs within the County. These TANF funds must be used to meet any one or
more of the four TANF purposes, which are: to provide assistance to needy families; end
dependence of needy parents by promoting job preparation, work and marriage; prevent and
reduce out-of-wedlock pregnancies; and encourage the formation and maintenance of two-parent
families.
Enclosed is a resolution authorizing the Mayor to enter into an agreement with the State of Hawaii
Department of Human Services to receive the TANF funds.
Due to the very strict time constraints set forth by the State to receive these funds, a memorandum
of agreement was executed on June 15"' so the funds could be encumbered by the State before
June 30`h. We kindly request a waiver from the Finance Committee and to have this resolution
heard at the Council meeting scheduled for July 7, 2005.
If there are any questions, please do not hesitate to call Managing Director Dixie Kaetsu.

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council, of the
County of Hawaii, this written request is submitted with my approval that the above
referenced matter be waived from the Committee on Finance to the full council for
immediate action. In reviewing this matter, timely approval is crucial It is therefore
advantageous that approval is granted and the matter placed onto the next Council agenda
for review. However, in the event this request is denied, for whatever reason, I
understand the matter shall be referred to the Committee on Finance for placement on its
