Higa, Chairman and Members of the Hawaii County Council Hawaii County Council 25 Aupuni Street Hilo, Hawaii 96720 Re: Authorizing the Mayor to Enter into an Agreement The State of Hawaii Department of Human Services has informed the County of Hawaii of the availability of federal Temporary Assistance for Need Families (TANF) grant funds to address various human needs within the County. These TANF funds must be used to meet any one or more of the four TANF purposes, which are: to provide assistance to needy families; end dependence of needy parents by promoting job preparation, work and marriage; prevent and reduce out-of-wedlock pregnancies; and encourage the formation and maintenance of two-parent families. Enclosed is a resolution authorizing the Mayor to enter into an agreement with the State of Hawaii Department of Human Services to receive the TANF funds. Due to the very strict time constraints set forth by the State to receive these funds, a memorandum of agreement was executed on June 15"' so the funds could be encumbered by the State before June 30`h. We kindly request a waiver from the Finance Committee and to have this resolution heard at the Council meeting scheduled for July 7, 2005. Because of the Lingle-Aiona Administration's commitment to youth, we urge ;you to take advantage of this opportunity to initiate or expand after-school services or programs for middle school aged youth. We have enclosed a standazdized final Memorandum of Agreement (MOA) which identifies the terms and conditions applicable to the use of the TANF funds for your review. We request that you inform us of your interest in signing the enclosed MOA no later than close of business on June 14, 2005. If interested, you will need to sign the enclosed MOA and return it to us no later than June 24, 2005. We re~~ret the short deadline, but we must execute the MOA with you no later than June 30, 2005, otherwise the funds will no longer be available. Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council, of the County of Hawaii, this written request is submitted with my approval that the above referenced matter be waived from the Committee on Finance to the full council for immediate action. In reviewing this matter, timely approval is crucial It is therefore advantageous that approval is granted and the matter placed onto the next Council agenda for review.
