RESOLUTION IN SUPPORT OF THE DEPARTMENT OF VF,TERAN'S AFFAIRS PACIFIC
CENTER FOR RESIDENTIAL RGHABILIIfATION PROGRAM IN HILO, HAWAII
WHEREAS, the Department of Vet$rans Affairs (VA) Pacific Center for Residential
Rehabilitation Program, also known as the ~A Hilo Post Traumatic Stress Disorder (PTSD)
Residential Rehabilitation Program, started i~n 1992 with support of our Congressional
delegation, with the first program providing (services to veterans at the Naniloa Hotel in Hilo in
1993; and
WHEREAS, the Pacific Center for esidential Rehabilitation Program moved to its
present location in Hilo at 891 Ululani Stree in 1995, with 16 beds for veterans programs on a
seven week cycle with seven cycles per yea~i; and
WHEREAS, the Pacific Center for Residential Rehabilitation Program has served over
one thousand veterans from World War II tc~ Deseri Storm throughout Hawaii, Guam, American
Samoa; and
WHEREAS, the Pacific Center for I,2esidential Rehabilitation Program has a budget of
over $1,800,000, with a professional staff of 15 persons and many intangible assets in Hilo
conducive to healing; and
WHEREAS, the Pacific Center for t,2esidential Rehabilitation Program understands that
many more veterans from the wars in Iraq a~hd Afghanistan will need the services of the Center
and the Center may have to move to Tripler (Army Medical Center due to the concentration of
veterans on Oahu; and
WHEREAS, the Pacitic Center for esidential Rehabilitation Program, if it is to be
relocated by the Department of Veteran's A~airs, needs an interim transitional period for the
Center to stay in Hilo until 2008 to develop ~n out-patient clinic to service veterans in Hawaii
County.
THEREFORE, BE [T RF:SOLVE~ BY THE COUNCIL OF THE COUNTY OF
HAWAII, Chat the Hawaii County Counci supports the efforts of our Congressional delegation
to service veterans with PTSD illness in Ha~ai`i, Guam and American Samoa through the VA
Pacitic Center for Residential Rehabilitation Program located in Hilo, Hawaii.
BE IT FINALLY ;SESOhVED, th t the County Clerk of the County of Hawaii shall
transmit copies of this Resolution to Senato Daniel K. Inouye, Senator Daniel K. Akaka,
Representative Ed Case, Representative Nei Abercrombie, Governor Linda Lingle, Senator
Lorraine R. Inouye, Senator Russell S. Kok bun, Senator Paul Whalen, Representative Dwight
