Re: Hawaii County Police Fleet Implementation Working Group
Dear Mayor Kim and Chairperson Higa:
This is in response to your letter of June 20, 2005 requesting status on the Police
Fleet Implementation Working Group.
On February 2, 2005, the initial meeting of the working group was convened with
members and staff introducing themselves. The resolution creating the group
was reviewed along with the availability of resource materials. Meeting notices
and requirements as well as meeting dates were established.
February 23, the working group decided to invite the Legislative Auditor's Office,
West Hawaii Crime Stoppers Inc. and Hawaii County Police Department to
review the contents of their reports contained in the Legislative Auditor's report of
February 2004, and to provide any update.
March 16, Lt. Duane Rapoza of the Hawaii County Police Department did a
review of their "Subsidized versus Fleet Cost Summary".
April 6, West Hawaii Crime Stoppers, Inc., represented by Ron Cole, Director,
reviewed their position. It was at that meeting that the final and recently
approved Council appointee, Clifford Kopp, DDS, attended his first meeting.
April 20, Amy Miwa represented the Legislative Auditor's office on their report of
February 2004. The working group decided that a questionnaire to various

government agencies that have purchased their own fleet would provide
information that would be helpful to the group.
May 4, Emory Springer, SHOPO representative, provided his perspective on a
police fleet program. The questionnaire on the respective departmental fleet was
finalized and mailed to all county police departments in the State of Hawaii,
Hawaii Volcanoes National Park, Sheriff's Department-Hawaii County and
Hawaii County Fire Department.
May 18, the group discussed Fresno Sheriff's Department Cost/Benefit Analysis
Take Home Vehicle Program, dated December 7, 2004.
June 1, a list of definitions of terms used in discussing the police fleet
implementation was approved by the group. The group discussed the need for a
report on the types of vehicles, by district, from the Police Department.
June 15, the Police Department provided a listing of desired vehicles by type in
each district and by function. A summary matrix of the responses to the
questionnaire from the various government agencies was discussed.
July 6, an updated summary matrix of responses was provided. Discussion
focused on a proposed worksheet to identify all cost elements associated with
fleet implementation.
This is a summary to date of matters discussed since the formation of the
working group. Details of each meeting are contained in minutes of the working
group and are available from the Mayor's Office of Information and Complaints.
All handouts provided at the meetings are also available.
I've enclosed a copy of the Proposed Timeline that was submitted to the working
group on March 16, 2005. It is my personal opinion that we will be able to
complete the report prior to the January 2, 2006 deadline established in
Resolution 224-04.
Please let me know if you have any questions with the information provided
above. Rest assured that the working group is dedicated to completing its
mission.

"The Mayor's Working Group shall prepare a written implementation plan
and identify all costs associated with'the purchase, operation and maintenance of
a completely county-owned police fleet and/or, if deemed appropriate, partial
