Re: Capital Budget
The County Council has requested that the Administration proceed as expeditiously as
possible with the acquisition of a technology to replace the South Hilo Landfill, which is
nearing capacity. The Department of Environmental Management is working with the
Department of Finance to issue a Request for Proposals (RFP) to build and operate a
waste reduction technology/facility in East Hawaii.
Enclosed is a bill for an ordinance adding the Planning for a Solid Waste Reduction
Technology/Facility for East Hawaii project for $500,000 to the FY 2005-06 Capital
Budget. The funding for this project will be used for planning, engineering and
environmental consulting, and preparation of a Request for Proposals for a waste
reduction technology project.

A. REQUEST:
Request to amend Ordinance 05-87, Capital Improvement Budget, to add Planning for Solid Waste
Reduction Technology/Facility for East Hawaii, in the amount of $500,000. Funding to be used for planning,
engineering and environmental consulting, and preparation of a Request for Proposals for a waste reduction
technology project.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The County Council has requested that Administration proceed as expeditiously as possible with the
acquisition of a technology to replace the South Hilo Landfill, which is nearing capacity. The Department of
Environmental Management is working with Department of Finance to issue a Request for Proposals (RFP)
to build and operate a waste reduction technology/facility in East Hawai. The method of financing the project
(County or private) is undetermined at this time, but funds are needed immediately for planning, analysis and
issuance of the RFP, as well as evaluation of proposals and contract formation and negotiation.
