Higa, Chairman and Members of the Hawaii County Council Hawaii County Council 25 Aupuni Street Hilo, Hawaii 96720 Re: East Hawaii Regional Sort Station Enclosed is a bill for an ordinance adding the East Hawaii Regional Sort Station project for $4,000,000 to the FY 2005-06 Capital Budget. This appropriation, also referred to as the Phase I I of the sort station complex, provides for the site preparation, the reload building, infrastructure and utilities for the reload building, scale house/scales, abandoned vehicle impound yard, and partial remediation of scrap metal and greenwaste yards. The reload facility (one component of the sort station complex) is estimated to begin operations in early FY 2006-07. In order to meet this timetable, it is necessary to start now, in FY 2005-06, on the procurement of needed equipment. Therefore, enclosed is a resolution authorizing the Mayor to enter into multi-year lease agreements for that certain equipment necessary to operate the reload facility. Also sometime during this fiscal year, it will be necessary to start the recruitment and training of additional staff so that the reload facility can be operational near the start of the following fiscal year. It is expected that the FY 2004-05 Solid Waste Fund Balance will be sufficient to fund the equipment and personnel costs needed in FY 2005-06. In a few months when the Finance Department certifies that fund balance, we will be transmitting to the County Council a bill for an ordinance to amend the FY 2005-OEi Operating Budget to appropriate funds for the required lease payments on the equipment listed on the aforementioned resolution authorizing the multi-year lease agreement; for the additional equipment which will be purchased outright (such as dump hoppers, forklift, and other equipment); and for the salaries, wages, and benefits for additional positions required to operate the reload facility. We are requesting to amend the Capital Improvement Program Budget for FY05-06 to include an additiona] $4,000,000 appropriation for the East Hawai' i Regional Sort Station. We are also requesting a resolution authorizing the Mayor to enter into multi-year lease agreements for the purchase of certain equipment necessary to operate the reload facility. With the additional appropriation and funding for Phase Two of the sort station complex, we estimate that the reload facility will begin operations in early FY06-07. In order to begin operations in early FY06-07, we will need to order the necessary equipment in FY05-06. It will also be necessary to begin recruitment and training of additional staff in FY05-06 to be able to begin operating the reload facility near the start of the following fiscal year. We expect that the FY04-OS Solid Waste Fund Balance will be sufficient to fund the equipment and personnel costs needed in FY05-O6. REQUEST: A resolution authorizing the payment of funds of a later fiscal year and of more than one fiscal year for two (2) wheel loaders, one (1) steer loader, one (1) hydraulic excavator, three (3) open top refuse trailers and one (1) truck tractor. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED)' A new proposed sort station complex is to be built to accept the solid waste from East Hawaii transfer stations and afl commercially generated solid waste that has been directly delivered to the South Hilo Sanitary Landfill. The waste will be recycled to the extent possible and any remaining residual waste will be efficiently loaded and hauled to the South Hilo Landfill for as long as that landfill is able to remain open. The new East Hawaii Regional Sort Station will require two (2) wheel loaders and one (1) steer skid loader, and one (1) hydraulic excavator to segregate, and load the residual waste and three (3) open top refuse trailers and one (1) truck tractor to haul the waste to the appropriate landfill.
