Higa, Chairperson and Members of the Hawaii County Council Hawaii County Council 25 Aupuni Street Hilo, Hawaii 96720 Re: Operating Budget In 2004, the State Legislature appropriated funds to compensate the County of Hawaii and the other three counties for issuing parking placards under the Statewide Program on Parking for Persons with Disabilities. Previously, the State Administration had released only 50% of the entire appropriation, of which the Hawaii County's share of $18,420 was appropriated by Ordinance No. 05-15 in January 2005. On June 30, 2005, the County was notified by the State of Hawaii Department of Health -Disability and Communication Access Board that the remaining funds had been released. These funds will still be used towards the County's Disabled Persons Parking Placard Program. Enclosed is a bill for an ordinance amending the Operating Budget by appropriating the additional $18,420 from the State. REQUEST: Amend the operating budget to appropriate an additional $18,420.00 from the State Disability and Communication Access Board (DCAB) to fund the Statewide Program on Parking for Persons with Disabilities. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The 2004 Legislature appropriated monies to the Disability and Communication Access Board (DCAB) to fund the cost of the Disabled Persons Parking Placard Program. Alloted amounts for each county was based on a percentage distribution by island county based upon number of placards issued. Money will be put into the existing designated account to be used for the disabled persons parking program. Previously, the State Administration released only 50% of the entire total appropriation to the counties. These funds were appropriated in January 2005 by Ordinance No. 05-15.
