Re: Hawaii Community Foundation's Contribution
Enclosed is a resolution accepting a contribution of $5,000 from the Hawaii Community
Foundation, 1164 Bishop Street, Suite 800, Honolulu, Hawaii 96813. These funds will
be used to support activities planned at the Office of the Prosecuting Attorney's Na Leo
O Na 'Opio Youth Action Summit. This summit is held each year where students from
high schools throughout the island learn leadership and team building skills.
Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating
the $5,000 contribution.

The Prosecutor's Office has been awarded funds through Hawaii Community Foundation for Na Leo O Na
'Opio, the youth component of our Youth Builders initiative. A Youth Summit is held each year where
students from high schools throughout the island learn leadership and team building skills. Students plan
and implement projects to address issues of concern. These funds will be used to assist in implementation
of individual school projects.

I. PROJECT
The title of our project is the Na Leo O Na `Ooio Youth Action Summit. The primary
category that this project fulfills is Education.
The Youth Action Summit provides a forum for youth to identify the issues that they face
in today's society. All high schools in Hawaii County (public and private) are invited to
send a delegation of five students to participate in the Summit. Every delegation will
include an advisor and a representative from each of the following groups:
1) Student Government
2) At-Risk
3) Athlete
4) Arts
5) "C" Grade Point Average
The participants are intentionally chosen in this manner to ensure diversity and to
promote inclusiveness among the student population. The Summit is also designed to
provide leadership and team building training, thereby developing the students' capacity
to address the needs that they have identified.
At the Summit, participants gather information and ideas to develop projects for that
school year. In the past, these projects have included:
1) A peer education project designed to reduce teen pregnancy in
Ka'u communities
2) Anti-Drug events such as youth sports tournaments and youth
barbecues, which included participation by Community Police
Officers and substance abuse counselors
3) Drug and Alcohol-free Grad Night celebrations
4) Youth Anti-Drug Health Fair
- Community participation from service providers and health
educators
- Open to the public
5) Career Pathways Fair
- Community participation from educators and industry
professionals
- Attended by Hawaii County high school students
- Bus transportation provided
6) Summer Opportunities Expo
- Community participation from local businesses,
governmental agencies, and educational institutions
- Attended by Hawaii County high school students
- Bus transportation provided

Please note that the Youth Anti-Drug Health Fair, the Career Pathways Fair, and the
Summer Opportunities Expo have all evolved from the first Youth Action Summit in
2000. Since then, these activities have become annual events and have continued to
maintain high attendance and participation from students and the community.
The Youth Action Summit provides a vehicle for youth to create strong, compassionate
and resilient communities where people are safe, secure and prepared to meet the
challenges of life. Without exception, each project exemplifies the commitment,
competency, and capability of each group in addressing the quality of their future, as
well as the future of our Big Island community.
Our request for funding in the amount of $10,000 is to help support the 2005-2006
Youth Action Summit and its subsequent school projects. $5,000 will be designated for
the Summit and will be applied to transportation, meals, and overnight accommodation
expenses. The remaining $5,000 will be designated for individual school projects. This
figure has been calculated based upon the number of proposals submitted by each
school in 2004. Ten Project Action Plans were submitted, and it is our request that
funding for each project be in the amount of $500 per school. In the past, fiscal
responsibility remained in the hands of each group's advisor, a fact which illustrates the
difficulty in presenting detailed budgetary information for this portion of the funding
request. We are confident in our estimate, however, that the expenses of each project
will exceed $500. As a note, efforts are being made to ensure a uniform budgetary
system among these student groups from this year forward.
Our organization is extremely excited about the opportunities that the Youth Action
Summit provides for its participants and their respective communities. The team
building and organizational skills that these youth acquire will be carried with them well
into adulthood. Whether they move off to college or if they choose to remain residents
of the Big Island -these valuable skills will serve to benefit the communities that they
find themselves in.
An anticipated schedule for the 2005-2006 school year includes four annual projects:
1) Youth Action Summit
October 2005
2) Career Pathways Fair
November 2005
3) Youth Anti-Drug Health Fair
January 2006
4) Summer Opportunities Expo
March 2006
Dates for individual school projects will be determined upon completion of the Youth
Action Summit in October 2005.

II. ORGANIZATION
In May 2000, the Hawaii County Office of the Prosecuting Attorney convened a
conference of nearly one hundred individuals who identified visions, goals, and needed
services for at-risk youth in Hawaii County. The efforts of this conference evolved into
the Hawaii County Comprehensive Strategy for Juvenile Justice, or as it is more widely
known, "Youth Builders."
Na Leo O Na `Opio is the prevention component of the Youth Builders coalition.
Through the Federal Juvenile Accountability Block Grant, the Hawaii County Office of
the Prosecuting Attorney has sponsored the Youth Action Summit since its inception.
The name "Na Leo O Na 'Opio" (The Voices of the Youth) was adopted by the
participants of that inaugural Summit.
Na Leo O Na 'Opio, along with all other components of the Youth Builders coalition,
receives guidance and support by the Youth Builders Steering Committee. This
committee convenes on a monthly basis, and its members represent various segments
of the Big Island community. Members include:
