Page I oft
Robello, Alfred
From: rscarola@mindspring.com
Sent: Tuesday, July 05, 2005 1:03 PM ~ I'~,~ Y'l~
To: counciltestimony@co hawaii.hi.us
Subject: For 7/5/05 Council Meeting
July 5. ?005
Dear Mayor Kim and Hawaii County Council Members,
Re: Bill 29, 30, 31 & 32
We have been following the movement of Bills 29, 30, 31, and 32 out of the Planning Committee to the
full Council and would like to be on the record in opposition to the Puapua'aiki development.
Please know that we understand you are faced daily with enormous amounts of detailed information and

tremendously hard decisions. Mahalo for your commitment and the time you give to serving l lawaii.
That said, we passionately want you to make some hard decisions on behalf of us all. We have all lived

iu places where difficult decisions had to be made, where it was necessary to choose to put moratoriums
on development for defined periods of time while infrastructure catches up.
The Suffolk project off Kuakini Highway has some good features, most importantly affordable housing
and generous help to provide land and some funds for a school. But at this time there is still way too
much traffic and not enough organization of the infrastructure in critical areas of our Island"s population.
Regarding Puapua'aiki, the time is not yet right We are speaking out today to say "Please hold off on
this project for a detined period of time."
Making safe roads, improving existing schools, and building a solid waste facility should be our top
priorities before building more developments and increasing our population.
L [t is a fact that our highways are the most unsafe in all of the Hawaiian Islands. We need to build
sate divided roads at least from the Airport to Kona Hospital, and preferably from Kawaihse to
Captain Cook and eventually to Ocean View This new development alone will add another 700 to
1000 cars per day to the current log jam that threads it's way through central Kona travelling north
and south almost all day.
Our existing schools need our help to repair their facilities, to provide materials, and to attract
more leachers. We will need more schools as the island population grows, but if we hold back a
bit on development, we can give the schools we have our attention. We all agree our children are
precious. They deserve to spend their days in healthy uncrowded environments with books and
materials. "Choy deserve teachers who experience our support of their work. "fhis new
development isn't going to improve our existing school conditions.
3. The solid waste crisis is a huge concern. It's terrifying to think of truckloads of garbage crossing
the Island through Waimea. We need to put every effort we have into linding a solution to
disposal of solid waste. ]t is critical that our money and time he spent on designing a facility and
system that will handle the growing waste the current population of the island creates. Another
new development proposing housing for approximately 400 families is huge. Have we got our
garbage under control? With so much building already in progress, with more visitors and cruise
Comm. No. ~ 73
Ref. To: !'tesesl~ ' I
7/5/2005 Rc,f. [)are
