Re: BILL 116-To acquire Wai'aha Beach

On behalf of the ANest Hawaii Surfing Association, [nc., a Ilawaii non-profit corporation dedicated to
the preservation and promotion of surfing culture in West Hawaii, I write in support of Bill 116, to
acquire Wai'aha Beach-"Honl's Beach", so it can be protected and preserved as a public beach park for
Hawaii residents and visitors.
Wai'aha beach is over acre of pristine, white-sand beach, and is the only remaining, accessible beach
on Alii Drive beriveen Kailua and Keauhou. As you know, it was slated for condominium development
before shoreline and development issues resulted in expensive, protracted litigation which is still
pending. Such development would result in the loss of a precious public resource which was identified
as a potential public park over 50 years ago. The preservation of this "jewel" as a public park will insure
the growing surf culture and ocean sports enthusiasts continue to have access to one of the best, and
most popular, surfing and water sport locations in West Hawaii. Restroom and parking facilities arc
already in place.

Wai'aha's acquisition and restoration can be used as another example of what public/private
participation can accomplish, it's acquisition a model for development of a policy for similar, future
efforts. Meanwhile, we commit and pledge our resources to the restoration, maintenance and
preservation of this invaluable resource.
