Unfortunately, the figures shown for the number of daily tr~ which were taken from the TIARs submitted with the rezoning applications, are outd 4od and grossly understafed because the number of proposed housing units is nr~4v 35~ instead of 250, and the 71Aks failed to account for the nearby Uluwehi development, delivery vehicles, and other developmerrts !including the Innovations Charter Schdol recently granted a Spacial Permit). While we applaud this developer's offerto dedicate land for a school, we remain concerned over the increased traffic anq related congestion that this deveopment and the new school will inevitably bring to HMry 11, a "limited access highway" already operating overcapacity and burdened v~th many "curb cuts" in tho area, and Kuakini Hwy, atwo-lane road that merfles wfth Hwy 11 just south of the subject property. In view of the increased number of housing units, the dedication o'f land for a school, and the previously mentioned shortcomings of the TiARs, we believe that the applicants should be required to submit an updatekf TSAR along with a Traffic Safety and Circuia~ion Report for your consideration before aldproval is granted. Finally, the attached flyer urges you to bay "na" until the regions! development plan is in place, and to prohibit occupancy until tNre following infrastructure improvements era completed in order to maximize safety and facilitate traffic flow: The Pualani EslateslRte 11 intersection is signalized and channelized; Right turn acceleration arul declelaration lanes are insialled on Rte 11 and Kuakini Hwy; The Rte 11 speed limit is reduced 40 45 mph; A left turn pocket lane from Kuakini to the mauka-makai road is installed; and A stoplight or button-activated rirosswalk is installed at the Kuakini Hwy/mauka- makai intersection.
