Re: Resolution Transferring Funds
Enclosed is a resolution transferring $145,536 out and from the Clerk-Council Services -Contingency
Relief account and crediting it to the Fire Department's Fire Protection Salaries and Wages account.
At the County Council meeting held on June 1, 2005, funding for four (4) Firefighter Positions
(#4342,#4345,#4348,#4386) was removed from the Fire Department's budget and placed into the
Contingency Relief account. The Fire Department has current plans to hire and establish the 33rd
Fire Fighter Recruit Class on September 1, 2005 and the requested funds are necessary and
essential to the hiring of candidates who are presently participating in their pre-employment medical
exams and drug testing. In order to continue with their aggressive recruitment and hiring program,
the Fire Department is requesting that funds be transferred back into their account.
As previously instructed by Council Vice Chair Virginia Isbell, we would like to request a waiver from
the Finance Committee and have this resolution heard at the Council meeting scheduled for
July 22, 2005.

A. REQUEST:
Prepare the necessary documents, i.e. resolution and/or ordinance, to fund the four Firefighter positions
which were un-funded in the FYE 2006 operating budget. Funds need to be appropriated as follows:
010.221.5221.01.011 Fire Protection -Salaries & Wages $145,536
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
During the process of approving the FYE 2006 operating budget, the County Council (Comm 124.63) un-
funded four Firefighter positions from the Fire Department: three from Volcano Fire Station (position
numbers 4342, 4345 & 4348); and one from Kalaoa Fire Station (position number 4386).
The Fire Department desires to have these positions funded in order to immediately fill these positions, to
ultimately achieve its goal of providing adequate staffing levels at all fire stations.

Dear Mr. Higa,
In acwrdance with the Council's directive and instructions, I would like to take
this opportunity to initiate the process of reinstating the funds for the previously
unfunded fire fighter positions.
As you may be aware, we have been performing and continue to conduct a very
aggressive recruitment and hiring program. Our goal is to fill all vacant positions in a
timely and expeditious manner and bring our work force up to a reasonably effective and
safe level.
To give you an idea of the aggressive nature of our efforts, since 2003 we have
hired 85 uniformed staff and 16 civilian personnel in a variety of positions. We have also
conducted a series of internal recruitments or promotional processes that have resulted in
the advancement of 49 personnel. Our desire and intent is to remain on this aggressive
plan and bring our departmental staffing up to recognized standards.
Given our intentions and current. plans to hire and establish the 33~~ Fire Fighter
Recruit Class on September 1, 2005, I would like to request the release of funds and the
reinstatement of the salary and wages for the following Fire Fighter positions:

These funds are necessary and essential to the hiring ofthe identified candidates
who are presently participating in their pre-employment medical exams and drug testing.
Barring any unforeseen medical disqualifications, we will have a class of 20 recruits.
I would welcome the opportunity to provide any additional information and
supportive documentation for this request and will make myself available to the members
of the Council for any questions or concerns.

appropriation out and from the designated fund account(s) and crediting same to a
designated account(s).
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council, of the
County of Hawaii, this written request is submitted with my approval that the above
referenced matter be waived from the Committee on Finance to the full council for
immediate action. In reviewing this matter, timely approval is crucial It is therefore
advantageous that approval is granted and the matter placed onto the next Council agenda
for review. However, in the event this request is denied, for whatever reason, 1
understand the matter shall be referred to the Committee on Finance for placement on its
