Subject: Bill No. 109
Relating to Affordable Housing
Honorable County Council Members:
The Hawaii Island Community Development Corporation urges the adoption of Bill No. 109
relating to affordable housing. In particular we find the proposals in Sections 3 and 4 to be
necessary for our operations to continue as they have in the past.
These sections provide incentives for landowners or developers to provide affordable housing
sites that we can couple with available govenunental programs to create housing opportunities
for low income residents. Without the proposed amendments the existing ordinance actually
works to discourage developers from participating in subsidized programs that impact low
income households.
We believe that the present situation is an unintended outcome that would be corrected by the
proposed changes.
