Your Committee on Financc, to which was referred Resolution No. 91-05, reports as follows:
Resolution No. 91-05, transmitted by Mayor Harry Kim, via Communication No. 254, dated
April 25, 2005, approves the cost items decided upon by an arbitration panel affecting Hawai' i
Government Employees Association (HGEA) Units 02, 03, 04, 13 and employees excluded from
those units for the contract period July 1, 2005 through June 30, 2007.
I'he cost items are a continuation of step movements, a 3.50% across-the-board increase on
October 1, 2005. "fhe estimated cost to the County of Hawaii for the aforementioned negotiated
cost items will be $4,233,423. Additional adjustments such as employer's contribution to the
Employee Retirement System, vacation, holiday, and sick leave reparations will increase the
total cost to $4,943,962. The increased cost for this fiscal year will be covered by the Provision
for Compensation Adjustment appropriation in the current budget.
Pursuant to Section 89-I 1(e) and (g) of the Hawaii Revised Statutes relating to collective
bargaining, requires that in the case of a tinal and binding decision by an arbitration panel, "~a]11
items requiring any moneys for implementation shall be subject to appropriations by the
appropriate legislative bodies."
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 91-05.
and recommends its adoption.

Finance Committee Chair Virginia Isbell stated that there was an error in FC Report 100
(relating to Resolution 91-OS) and clazified that the figure of $4,943,962 was incorrect
and that it should be $4,233,423 instead. With no objection, the County Council
amended Finance Committee Report 100 with the following change:
The amended Report would change the figure of $4,943,423 located in the third
paragraph to the figure of $4,233,423, which would read as follows: "The cost
items are a continuation of step movements, a 3.50% across-the-board increase on
October 1, 2005. The estimated cost to the County of Hawaii for the
aforementioned negotiated cost items will be $4,233,423. Additional adjustments
such as employer's contribution to the Employee Retirement System, vacation,
holiday, and sick leave repazations will increase the total cost to [4,943,962]
$4,233,423. The increased cost for this fiscal yeaz will be covered by the
Provision for Compensation Adjustment appropriation in the current budget."
I hereby certify that amended Finance Committee Report 100 was adopted by the
Hawaii County Council on June 1, 2005.
