Higa, Chairperson and Members of the Hawaii County Council Hawaii County Council 25 Aupuni Street Hilo, HI 96720 Subject: Amendments to Chapter 9, Electrical Code Enclosed is a new bill for an ordinance to amend Chapter 9, of the Hawaii County Code, regarding the Electrical Code. We request that bill 69, which was previously heard by the Council, be filed and replaced with this new bill We have conferred with the Committee staff and Legislative Research Branch staff and feel that three new bills are the best way to present these proposed amendments. While the electrical code ordinance contains fewer formatting changes, the formatting changes in the plumbing code and building code are more extensive and will be resubmitted shortly. "I~he Electrical Code has been a part of the Building Industry in Hawaii County since May 22, 1947. During these past 58 years we have adopted various editions of the National Electrical Code. The last is the ] 993 Edition of the National Electrical Code back in June 17, 1994. The National Electrical Code is an excellent code of minimum standard for construction, however, certain sections in the code do not apply to the local construction conditions or situations. I or this reason, the County of Hawaii has adopted amendments to the Electrical Code to address local conditions or situations. As new editions of the Electrical Code were adopted the amendments were also adopted with revisions. fhc County of I Iawai'i presented Revisions to the Electrical Code amendments to the community at two separate meetings. One was held at the Mayor's Office in Kona on August 8, 2003 with the majority of the attendees being professional engineers and architccts. The second on July 9, 2003 was in Hilo, which was attended by the public and professional engineers and architects. A summary of changes to the Electrical Code contained in this bill is attached. Section 9-3. Scope; exceptions Updates reference from 1993 to 2002 National Electrical Code and makes other minor format changes. Section 2. Section 9-5. Definitions. Makes minor nonsubstantive changes to existing definitions of "electrical contractor," "electrical specialty contractor," "electrical wiring," and "inundation level." Section 3. Section 9-9. Inspections. Deletes exception for temporary construction services. Adds requirement that supervising electrician or electrical contractor shall be on job site if requested by the department of public works. Also makes other minor nonsubstantive changes. Section 4. Section 9-10. Nonconforming and Clarifies procedures regarding defective installations. defective installations. Section 5. Section 9-11(c). Request for installation. Minor non-substantive change. (Deletes unnecessary "the.") Section 6. Section 9-12. Final inspection required. Adds exception allowing testing of commercial installations prior to final inspection and approval, under designated circumstances.
