Your Committee on Finance, to which was referred Resolution No. 117-05, reports as follows:
Resolution No. 1 17-05, transmitted by Mayor Harry Kim, via Communication No. 314, dated
June 16, 2005, authorizes the appropriation of funds to cover pay adjustments for excluded
managerial employees. These pay adjustments cover the period from July 1, 2005 through
June 30, 2007. The cost items area 3.5%across-the-board increase on October 1, 2005 and
October 1.2006. The estimated cost to the Couuty of Hawaii during the fiscal year .Iuly 1, ?005
through Jw~e 30, 2007, will be $718,640.
Pursuant to Section 89C-2 and 89C-3 of the Hawaii Revised Statutes, relating to public officers
and employees excluded from collective bargaining, each appropriate authority of the State and
County jurisdictions is authorized to make adjustments for their respective body. Also, pursuant
to Section 89G5 of the Hawaii Kevised Statutes, such adjustments which constitute cost items
are subject to appropriations by the appropriate legislative body.
A friendly amendment was made to Exhibit A to change the word °Affect" to `Effect."
Your Convnittee on Finance is in accord with Lhe purpose and intent of Resolution No. 1 17-05
and recommends its adoption.
