Goals: To improve the quality of life among the young people in Hawaii County
Objectives: To promote alternatives to substance abuse by providing facilities for social and economic
activities, addressing avoidance of illegal substance, increasing their individual life skills and forging stronger bonds with their
families.
Outcomes or Results: On July 22, 2004, the Honokaa Summer Fun group held an overnight fun activity for the thirty four
youngsters and 5 chaperones at the Honokaa gym. Children reported to gym at 4 p.m. They rehearsed a play for the evening
entertainment for their families, which was scheduled after dinner. Prior to the play, Billy Kenoi of the Mayor's Office "talked
stories" with the youngsters on being drug-free. The Hamakua Community Policing partnered with this project and provided
chaperoning and sessions on how vandalism and graffiti can hurt everyone. The project ended the following day at Spencer
Beach Park where the children had a healthy snack and lunch.

Youngsters reported to the gymnasium at 4 p.m. on July 22 to begin an afternoon of fun
and games, ending with a camp over. A special treasure hunt was held for the
youngsters, along with a special skit, fun games, ending with BINGO. Bingo prizes
consisted of school supplies and snack items, much to the delight of the children. Meals
were prepared and served to the youngsters, including a lot of snacks. The Mayor's
Executive Assistant. Billy Kenoi joined the children for dinner and presented a spirited
talk about being drug free, combined with a teaching the youngsters respect, working
hard and never giving up. Unfortunately the Community Police did not show up.

Along with prizes for the games and bingo, supplies for the meals, snacks and drinks. 13
sleeping bags were purchased. The County matched the anti-drug funds by providing an
additional 13 sleeping bags. Each child and chaperones were presented with a t-shin and
a special ceramic mug depicting slogans of anti-drug use by the youngsters. The
Department of Health's Start Living Healthy Project video taped the project and will be
featured on Channel 27 during the month of September.
It is hoped that more of these camps could be held at other rural sites to campaign against
drug use by featuring fun alternatives for the youngsters. Parents were so enthused with
this first time project that they are applauding the efforts of the P&R staff at the site and
the generosity of the Pulama Project. We thank the Hawaii County Youth Anti-Drug
Fund for their commitment to improving the quality of life for the youngsters of
Honokaa. (Ironically, a real drug bust was in the process across the street from the gym
in the late afternoon. The "ice house" is known to all the youngsters so it was an
education seeing the police raid the home. They were educated first hand as to the illegal
aspect of drugs and the harsh consequences. Having witnessed this, 1 believe this is a
lesson that they'll remember for a long time.)

Please note that we spent $42.27 extra for food but $98 less on sleeping bags (County
matched the amount purchased), and $142 less on 1'-shirts (Vendor charged Y2 price for
this project). Therefore I spent more on food and got them a ceramic mug as a keepsake.
The County of Hawaii provided the following:

2. Hired 2 Activity Aides and 2 P&R staff $785 for 2 days
3. Purchased 13 sleeping bags to match Anti-Drug funds ($152.81)
3. Provided pinata with candies for children $50.00
TOTAL $987.81
The DOH (Start Living Healthy Program) provided the following:
1. Bottled water and additional fruit juices $ 50
2. Video taped the project and telecast during
month of September $1,500
3. Compensating staff for overtime expenses $ 540
