respond to incidents of domestic terrorism involving chemical, biological,
nuclear or explosive weapons. Also for the protection of critical
infrastructure and prevention of terrorist incidents; and costs related to the
design, development, conduct and evaluation of a training program and
costs associated with the implementation of Homeland Security Strategy.
