Purpose of Grant: To defray expenses incurred by the Honokaa Summer Fun Youth
Camp. As many of the Honoka'a Summer Fun youngsters have not experienced camping, we will be
having a camp out in the gym. 30-40 youngsters from Grades 1-6 are anticipated to attend. We will be
providing education on drugs and teaching them how to be drug free and yet have fun.

COMMUNITY DESCRIPTION: Describe your community, including its people and boundaries
(physical, social, and otherwise).
The community of Honokaa, bordered by Waimea and Paauilo, was once a plantation town.
With the demise of the sugar industry, most of the residents commute either to Kona, South
Kohala or Hilo to work. The younger children are usually left in the care of friends and the
County Parks and Recreation program where fees are nominal or free. The chances of these
youngsters falling prey to drugs is so astronomical, as many "ice" users frequent the gym.
Majority of the children have never experienced camping before and thus, this project brings
much excitement to the youngsters. They have having to earn a spot in this camp project by
displaying good behavior; showing respect and courtesy to their peers, parents and adults; be
drug-free; and must participate in all activities including drama. We consider this a good
alternative to drugs.
PROJECT DESCRIPTION: What community need are you addressing? What will you do to
meet this need? Who and how many will benefit from this project? What tangible results will
this project produce?
There are no camp sites within the community. We will be providing much needed recreational
activity (camping), overnight socialization with their peers, and education on drugs. We will be
teaching these youngsters how to prepare healthy snacks, to be drug-free and yet have fun, etc.
We hope to have about 30 - 40 youngsters from Grades 1 - 6 involved in this project. We
believe that learning about drugs and healthy and nutritious foods can be fun during a camp.
The results will be healthier, drug-smart youngsters who will walk the talk about being drug-free.

COMMUNITY GROUP DESCRIPTION: Describe your group. When, why, and how did you get
started? Who are the members? (Attach a list of their names) Do you have any community
projects currently in effect? Any previous projects that have been completed?
The group consists of youngsters in grades 1 - 6 who either are home-schooled or attend
Honokaa Elementary School. During our P&R Summer Fun program, discussions were held
about being smart, being drug-free and what alternatives there were to keep away from drugs.
Majority of the youngsters remarked that camping would be great since most of them have not
experienced it. It was then that the leaders asked if they could reward the youngsters with a
camp out in the gym.

BUDGET: What is the total project cost? How will this grant money be spent? What other
funding sources are you approaching? Have you received any commitments? Attach budget.
The request for $1000 will cover the following:
Dinner $225 (BBQ meat, Chili, rice, fresh corn on the cob, cake)
Breakfast $ 50 (Assorted cereal, milk, orange juice,
Lunch $ 75 (Pig in a blanket, Chips, Fruit, Juice)
T-shirt $400
Sleeping Bags $250 (to be used in other camping programs)
Billy Kenoi, Executive Assistant for the Mayor, will "talk stories" with the youngsters on being
drug-free.
P8~R Start Living Healthy will partner in this project by providing the following $1,700:
Healthy Snacks (watermelon, fresh strawberries, bottled water, vitamin C juice, fresh pineapple,
etc.) $200
Video the project and telecast on local cable station 27 during the month of September.

Compensating the staff for overtime expenses $400
Hamakua Community Policing will also partner with this project and provide evening
chaperoning and sessions on how vandalism and graffiti can hurt everyone.

EVALUATION: Upon completion of project, a report is required. It shall include a report of
expenditures, a statement as to the difference your project made, and the results your project
provided. How will you determine if your project has made a difference?
A fifteen minute video capturing the highlights of the camp will be aired twice a day for the entire
month of September. We will also have a poster contest (saying no to drugs) at teach site.
FISCAL RESPONSIBILITY: Who will oversee expenditures? The two persons listed below
shall accept fiscal responsibility, insuring any grant monies received will be used for activities
described herein, and that otherwise the funds will be returned to Hawaii County Youth Anti-
Drug Fund.
