Dear Chairperson Higa: -
"fhis is in follow up to our recent correspondence which transmitted Bills 121 and 122, and
Resolution 134-05. These three measures are crucial to responsibly addressing our current
East Hawaii solid waste situation.
• Bill 121 would establish a capital appropriation for the East Hawaii Regional Sort
Station.
• Bill 122 authorizes an appropriation that would allow the County to proceed as quickly
as possible with a Request for Proposals to acquire a waste reduction facility.
• Resolution 134-OS would authorize the County to enter into capital ]eases for
equipment for the Regional Sort Station.
As we explained in the presentation and discussion at the June 29, 2005 special meeting of the
Council Committee on Environmental Management, this second phase of the planned Sort
Station includes the reload facility, which will replace the Hilo transfer station and serve as
the drop-off point for commercial haulers. This is a very crucial part of the plan to minimize
the impact of any long distance hauling that may become necessary.
We are confident that our plans will address the problems of the Hilo landfill, increase
recycling, and enable the implementation of appropriate waste reduction technology. In
accordance with the Integrated Solid Waste Management Plan, which was developed with
community input and adopted by resolution of the County Council, we are now:
• Working to extend the life of the Hilo Landfill by steepening the slopes. The necessary
engineering work to allow the County to apply to the Department of Health for an
extension is being completed.
• Working to increase recycling/reuse. This option saves the County money, as recycling
is less costly than landfilling our rubbish. o

• Working to get Council approval to construct Sort Station Complex Phase II, which
includes the reload facility.
• Working to implement a waste reduction technology as soon as possible. We expect to
be at the point of entering into a contract within 15 months with a firm to provide a
waste reduction Facility. This will be done by hiring experts to complete an RFP and
assist the entire process, as discussed with the Council on June 29.
We look forward to further discussions on the importance of these measures at Finance
Committee as soon as possible.
