RESOLUTION NO. 148 05
RESOLUTION CHANGING THE TIME ELEMENT OF THE FOLLOWING
DEPARTMENT OF PARKS AND RECREATION AQUATIC POSITIONS: ONE (1)
LIFEGUARD I (POOL) 3/5T AND ONE (1) LIFEGUARD (POOL) 1/2T TO FULL TIME;
ONE (1) LIFEGUARD I (POOL) 1/2T TO 3/5T; AND ONE (1) SWIMMING POOL
CUSTODIAN 1/2T TO FULL TIME
WHEREAS, that Position No. 2855, Lifeguard I (Pool) 3/5T; Position No. 4136, Lifeguard I
(Pool) 1/2T; Position No. 4137, Lifeguard I (Pool) 1/2T, and Position No. 4138, Swimming Pool
Custodian 1/2T, are stationed at the Kona Community Aquatic Center (KCAC), the most utilized
facility of all County of Hawaii pools; and
WHEREAS, presently, there are short staffing situations at KCAC due to vacancies or to
employee sick and vacation leave periods; and
WHEREAS, by increasing the time elements of Lifeguard I (Pool) Position No. 2855 from 3/5
time to full time; Position No. 4136 from 1/2 time to 3/5 time; and Position No. 4137 from 1/2 time to
full time, this will enable the staff at KCAC to maintain safer levels of coverage and ensure normal
operations of the facility; and
WHEREAS, the increase in time elements for these three lifeguard positions will increase daily
lifeguard coverage and decrease periods of single lifeguard coverage; and
WHEREAS, additionally, this action will decrease short staffing situations and the
lifeguard/patron ratio will be positively affected;
WHEREAS, increasing the time element of Position No. 4138, Swimming Pool Custodian 1/2T
to full time will allow for better maintenance and upkeep of the lockers, the pump room, and the
facility; and
WH~R~A,S, the increased custodial hours will result in better monitoring of pool water
cleanliness which increases health and safety standards and will help reduce repairs by allowing for
proper maintenance of the pump room equipment; and
WHERE64S, there are sufficient funds available in the Parks & Recreation Aquatics Pools
Regular Salaries and Wages account (010-500-5513.61-011).

that Position No. 2855, Lifeguard 13/5T and No. 4137, Lifeguard 11/2T be changed to Lifeguard I Full
time, that Position No 4136, Lifeguard f 1/2T be changed to Lifeguard 13/5T, and that Position No.
4138, Swimming Pool Custodian 1/2T be changed to Swimming Pool Custodian Full time.
IT FURTHER R~SOLV~T~ that a copy of this resolution be transmitted to the Departments
of Finance, Civil Service, and Parks & Recreation.
