Re: Resolution Increasing Time Element
Enclosed is a resolution increasing the time elements of a Lifeguard I (Pool) position
from 3/5 time to full time, a Lifeguard I (Pool) position from 1/2 time to 3/5 time, a
Lifeguard I (Pool) position from 1/2 time to full time, and a Swimming Pool Custodian
from 1/2 time to full time. These four (4) position are located at the Kona Community
Aquatic Center (KCAC) which is the most utilized facility of all County of Hawaii pools.
Increasing the time element of the three (3) Lifeguard 1 (Pool) positions will enable the
staff at KCAC to maintain safer levels of coverage and ensure normal operations of the
facility. Increasing the time element of the Swimming Pool Custodian position will result
in increased overall health and safety standards for the pool water, the locker rooms,
and the entire facility.

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS
NEEDED):
This action will increase the time element of this position,
which will enhance the lifeguard/patron ratio at Kona Community
Aquatic Center. This will increase the overall safety by
allowing more zone coverage for normal operations. Additionally,
this action will decrease short staffing situations, which
occur during times of vacancies and employee leave due to
illness or vacation requests. Time element upgrades will help
maintain safer levels of coverage when leave is taken and
ensure normal operations of the facility.

COMMENTS: This action will increase the time element of this position. The Kona
Community Aquatic Center has been the most utilized facility of all County of Hawai'I
pools, serving more patrons annually than all other pools combined, excluding
Kawamoto pool. The proposed time element upgrade will increase lifeguard coverage
daily and decrease periods of single lifeguard coverage. Enhanced lifeguard coverage
and staffing is especially important given the amount of 91 1 calls due to unruly patrons
that this facility has been experiencing. This increase will help eliminate a single
lifeguard closing the facility and will increase the personal safety of our staff.
Additionally, this action will decrease short staffing situations, which occur during time of
vacancies, lunch and employee leave due to illness and vacation requests. The
lifeguard/patron ratio will be positively affected by the upgrade of this position.

The funds were budgeted but the paperwork for the upgrades has not been completed.

This action will increase the time element of this position. The Kona Community Aquatic
Center served 288,403 patrons in 2003-2004, with an average of 235 hours of leave taken per
employee in 2004. This measure will help maintain safer levels of lifeguard/patron ratio.
Additionally, this increase will eliminate single lifeguard staffng at closing, reduce single
lifeguard coverage by more than SO°/a and reduce single lifeguard coverage from 25.5 hours to
12.5 hours per week.

Under the general supervision of the Senior Lifeguard, the major duties include constant surveillance of of
the pool complex and to perform rescues as needed. time.
1. Maintains constant surveillance of the designated pool and performs lifeguarding tasks; enforces 75%
rules and regulations governing the pool usage; performs rescues and administers emergency life
support measures applying immediate First Aid or CPR as needed. (1, 2, 3, 4)
2. Maintains water quality standards by checking and testing water values; operates all machinery of 5%
the circulation/filtration system; maintains proper chemical standards through the use of the
automated chemical feed system or by hand, and makes adjustments when needed. (1,2, 4)
3. Prepares and submits written reports: A daily log, recording daily attendance figures and any first
aid, drowning or rescue incidents; submits reports on rescue and emergency care procedures 5%
performed, as well as other related reports required; reports and refers all infractions to the proper

COMMENTS: This action will increase the time element of this position. The Kona
Community Aquatic Center has been the most utilized facility of all County of Hawai'I
pools, serving more patrons annually than all other pools combined, excluding
Kawamoto pool. The proposed time element upgrade will increase lifeguard coverage
daily and decrease periods of single lifeguard coverage. Enhanced lifeguard coverage
and staffing is especially important given the amount of 91 1 calls due to unruly patrons
that this facility has been experiencing. This increase will help eliminate a single
lifeguard closing the facility and will increase the personal safety of our staff.
Additionally, this action will decrease short staffing situations, which occur during time of
vacancies, lunch and employee leave due to illness and vacation requests. The
lifeguard/patron ratio will be positively affected by the upgrade of this position.

This action will increase the time element of this position. The Kona Community Aquatic
Center served 288, 403 patrons in 2003-2004, with an average of 235 hours of leave taken per
employee in 2004. This measure will help maintain safer levels of lifeguard/patron ratio.
Additionally, this increase will eliminate single lifeguard staffing at closing, reduce single
lifeguard coverage by more than SO% and reduce single lifeguard coverage from 25.5 hours to
12.5 hours per week.

This increased time element position will be used to ensure normal operations as well as
maintain proper levels of cleanliness of lockers, pool water and the overall facility. KCAC
serves more patrons than all other pool facilities combined, excluding Kawamoto Pool. This
high usage puts an extra burden on custodians to maintain proper water chemistry, as well as
keeping Zocker facilities clean.
KCAC served over 288, 000 patrons last year. This high patronage necessitates more custodial
man hours to maintain facility cleanliness. Additionally, increased custodial hours can help
reduce repairs by allowing for proper maintenance of the pump room equipment.
