No. 133-05 PLACE: Council Chambers TIME: 9:04 a.m. Council Chair and Members Hawai`i County Council Hilo, Hawai`i 96720 Your Committee on Finance, to which was referred Resolution No.•133-05, reports as follows: Resolution No. 133-05, transmitted jointly with Bill No. 119 by Director of Finance William Takaba, via Communication No. 356 dated July 8, 2008, authorizes the Office of the Mayor to enter into an agreement with the State of Hawai`i Department of Business, Economic Development, and Tourism for a Geothermal Outreach grant. The U.S. Department of Energy, through the State of Hawai`i Department of Business, Economic Development, and Tourism has authorized a$95,602 grant to the Department of Research and Development. The grant is awarded to conduct a feasibility study and prepare a cost benefit analysis for a direct use geothermal enterprise park in the Kapoho region of Puna. The grant would also coordinate community education and.outreach programs to gather input pertinent to the feasibility study, and to bring stakeholders together and to disseminate geothermal direct use information. Pursuant to Section 46-7, Hawai`i Revised Statutes, which requires that County departments obtain the consent of the Council to enter into agreements with the federal or state governments respecting action to be taken pursuant to any of the powers granted by law to furnish, expend, and receive any funds or other assistance in connection with projects being or to be undertaken pursuant to those powers. Some members of Your Committee expressed the need to consider surrounding communities in all matters relating to activities concerning geothermal energy.
