Your Committee on Finance, to which was referred Bill No. 119 reports as follows:
Bill No. 119, transmitted jointly with Resolution No. 133-05 by Director of Finance William Takaba, via
Communication No. 356, dated July 8, 2005, amends Ordinance No. 05-86, as amended, the Operating
Budget, ending,lune 30,2006. The amendment is as follows:

The U.S. Department of Energy, through the State of Hawaii Department of Business, Economic
Development, and Tourism has authorized a $95,602 grant to the Department of Research and
Development. The grant is awarded to conduct a feasibility study and prepare a cost benefit analysis for a
direct use geothermal enterprise park in the Kapoho region of Puna. The grant would also coordinate
community education and outreach programs to gather input pertinent to the feasibility study, and to bring
stakeholders together and to disseminate geothermal direct use information.
Some members of Your Committee were concerned that the feasibility study would not be released to the
public. Also, it was recommend that a report previously obtained by the County, known as the Goddard
Report, be considered while conducting the study.
Your Committee on Finance is in accord with the purpose and intent of Bill No: 1 19 and recommends it
pass first reading.
